Consolidation of Balmorel modelling in Indonesia

Indonesia and Denmark are cooperating through an Environmental Support Programme (ESP), where the third phase ran from 2013 to 2017. The overarching objective of ESP3 is to support the Indonesian government in simultaneously achieving economic growth and improved environmental management.


In order to meet the country’s rising electricity demand, Indonesia has plans to increase its power generation capacity significantly in the coming years. The objective is to develop the energy sector in a cost-efficient manner and at the same time achieve the country’s envisioned renewable energy goals. In this regard, Indonesia is working to develop and strengthen the current system of energy modelling, and to prepare a scenario analysis for 2050.


During 2016, Ea delivered expert knowledge in modelling power systems using the Balmorel and BalmorelLite models, with the aim of developing energy modelling skills in the Indonesian administration. Following this engagement, Ea assisted Indonesia with several 2050 energy scenarios that were based on updated demand-side models. The scenarios were made in close cooperation with the NEC modelling team and the Danish Energy Agency.


Additionally, Ea provided:

  • Short term scenario analyses on policy measurements along with policy recommendations: Both were compliant with the long-term scenarios in order to ensure that the scenario work followed the intended impact on Indonesia’s energy system development.
  • Balmorel capacity building at NEC
  • A manual for setting up and updating short-term scenarios, developed along with recommendations for the institutional use of the Balmorel model.
  • Working seminars in using Balmorel to enhance the knowledge of system planning to a broader group of stakeholders.
  • Assistance in preparation of the Indonesian Energy Outlook 2017
