South Africa - Assistance to the national energy regulator on power planning, integrating IPPs into the power mix and licensing of IPPs

South Africa has introduced a Feed-in-Tariff for renewable energies (REFIT) and is planning to introduce Independent Power Producers (IPPs) in the power system. This project consisted of a fact finding mission aimed at identifying how the national energy regulator (NERSA) can create an enabling environment for the successful implementation of REFIT, and thereby ensure that government policy on renewables is achieved.

 

The project was carried out together with the Danish system operator (Energinet.dk) and involved advising NERSA on planning methodologies and tools for the power sector, the integration of Independent Power Producers (IPPs) in the South African power system and the licensing procedures for power generators. Regulation of independent transmission operators and developing the grid code were also part of the project.

 

Four workshops

Ea Energy Analyses and Energinet.dk carried out four workshops covering technical, planning and regulatory issues that are of importance for integrating renewables into the power mix under REFIT and strengthening the role of NERSA in regulating and administrating these issues effectively. The aim of the workshops was to share knowledge and experiences on implementing, regulating and administrating the integration of renewables into power systems.


The project was completed in May 2010.
